Municipal security patrol officers

On 1 May 2024, a new three-year trial period came into force giving local authorities the opportunity to use security patrol officers to assist the police in maintaining peace and order in public places.

Municipal security patrol officers must be authorised security patrol officers working for a local authority or authorised security patrol officers working for authorised providers of security guard services who have contracted with a local authority.

 

A municipal security patrol officer must wear a special security patrol officer uniform and carry a personal ID card (security patrol officer ID card), which must be visible.

  • Local authorities that want to use municipal security patrol officers can apply for authorisation of employees who hold the requisite qualifications
  • Providers of security guard services that are authorised to provide security guard services by means of security patrol officers

Irrespective of the above, the security patrol officer for whom the application is made must be able to obtain an assessment of good character and repute. This means that the security patrol officer for whom the application is made will not be authorised if the relevant person has been convicted of criminal offences or other conduct that is not consistent with the position of trust of a municipal security patrol officer.

The price of a security patrol officer ID card is DKK 300. The price of a replacement ID card is also DKK 300.
The cardholder must send a solemn declaration of a lost ID card. The local authority/provider of security guard services can then apply for a replacement card, if relevant.
In addition to basic security guard training, a security patrol officer must have completed the mandatory supplementary adult vocational training as a security patrol officer (tryghedsvagt).
The same uniform is used by all local authorities in Denmark. The uniform is grey with 'Kommunal tryghedsvagt' (municipal security patrol officer) printed in black. The individual local authority's logo may be printed on the chest.

A security patrol officer can only work through a local authority, either by working directly for the local authority or by working for an authorised provider of security guard services which has contracted with the local authority. When carrying out his or her duties, a municipal security patrol officer must wear a special security patrol officer uniform. It is the responsibility of the local authority to supply its security patrol officers in the streets with uniforms that meet the requirements.
